Happy New Year to all of you and your family members.

In spite of the challenges due to the Covid-19 Pandemic, all of us have given our best to ensure good performance of the Company.

The capacity addition of 200 Circuit KM Transmission Line and 900 MVA transformation capacity during 2020 speaks of our commitment amidst tough conditions. We also ensured uninterrupted power supply to the people of Odisha during this pandemic period and timely restored power Post AMPHAN in the affected areas. Further we supplied dry ration to 2658 stranded workers along with free accommodation at 193 project locations with your help during the initial period of shutdown. I congratulate all the employees of OPTCL for their contribution in this success.

However, let us not forget the basic preventive tools i.e Social Distancing, Hand Sanitization and Face Mask. We have to continue with this new normal for some more time, at least. Let us all work together in a team spirit across all cadres and disciplines, to achieve our two core objectives i.e strengthening the Transmission network in the State and optimum reduction of Transmission Losses. Timely implementation of projects with best quality standards and technological interventions will further transform the power infrastructure in Odisha. Particularly I appeal to the young engineers and technicians to bring new innovative ideas to improve our work processes for better efficiency and effectiveness. We have to work hard with high integrity to see OPTCL reach new heights.

The SLDC is the Apex body to ensure integrated operation of the Power System in the State of Orissa .

The functions of SLDC derived in accordance to the provisions U/S 32 of The Electricity Act, 2003 and Clause 2.6 of Indian Electricity Grid Code (IEGC), are:


It monitor integrated grid operation for quality, security & realiability of power supply in the state of orissa in co-ordination with exercises supervision and control over the intra-state transmission system. it keeps accounts of the quantity of electricity transmitted through the state grids. it is responsible for carrying out real time operations for grid control and despatch of electricity within the state of orissa through secure and economic operation of the state grid in accordance with the grid standards and state grid code. it is responsible for optimum scheduling and despatch of electricity within the state of orissa in accordance with the contracts entered into with the licensees or the generating companies operating in the state of orissa .


Drawal schedule from state sector generators, cpps and for bilateral trading.


Avenues for intra and regional exchanges.


Real time data from major generating plants and sub-stations in the state.


Clearance for outage of elements for maintenance work including state sector generators.


Performing simulation and operational study for real time operation.


Generation of state power stations and power flow in major lines and tie lines.


To maintain network security.


Compliance of all directions issued by rldc to stu / generating companies / any other  licensee of the state.


The decision of erpc (eastern regional power committee).


SEGC / IEGC /REGULATORY directives and indian electricity act 2003.


Management of State Grid Code and Regulatory affairs with regard to Power System

  • Management of State Grid Code, Regulatory affairs relating to System Operation and related matters of Indian Electricity Grid Code (IEGC).
  • Co-ordination with Users for effective management of Grid Code.
  • Conducting of Grid Code Review Panel meeting preparation of comprehensive reports on Review , to be submitted to OERC.
  • Co-ordination with ERLDC/ ERPC.
  • Meetings: OCC/Protection Committee.



SLDC in co-ordination with ERLDC, makes all possible efforts to ensure that the grid frequency remains always within the approved band width 49.0 Hz to 50.5 Hz band as per the provision under Section 8.3 of the Grid Code. When frequency falls below 49.0Hz, SLDC explores and utilises internal Hidro generation capacity and if required takes steps for requisite load shedding to curtail over drawal.


SLDC carries out Load Flow Study from time to time to predict where voltage problems may be encountered and to identify appropriate measures to ensure that voltages remain within the permissible limits. On the basis of these studies SLDC instructs Generators and CPPs to maintain specified voltage levels at interconnecting points. SLDC in co-ordination with ERLDC regulates voltage levels by reactors.


  • SLDC continuously monitors generating unit outputs against the despatch instruction issued and bus voltages.
  • SLDC continuously monitor actual MW drawal from central sector Generators against the scheduled, by use of available SCADA equipment . SLDC also request ERLDC and adjacent States as appropriate to provide any additional data required to enable this monitoring to be carried out.
  • SLDC also monitors the actual MVAR drawal to assist in transmission system voltage management.



  • Operational Load flow study of Orissa System under different condition are being carried out as and when required with analysis of results.
